I found a bug

Twice now I have upgraded the Science for City Expansion. And each time, I got the e-mail saying my Scientists needed Assistance. So I went to pick out which city to have the expansion apply towards and...nothing happened. The Science stayed at 0/1 and all my points I had used for the science went away.

I am not pleased that I've spent about a week trying to get this science.

once the science is studied you choose which city you want to expand, this gives you 1 extra cell in the chosen city, and also resets the science so you can study it again and add additional cells to your city

This is a repeatable science as is Capital Transfer. It charges the icon once you research it and you can consume it to get +1 cell or change your capital respectively.
Before day break there were none

and u can have maximum of 43 cells exept for capital where it's 51 (and already at max)
