Hi,
I was told that you can go to local services and there will be an option to pay to have your tunnels closed in 30 mins for your mines and pits but I can only find that option for my cities, not any outer domains. Is there something wrong with my options or is the other player mistaken?

The 30 minute closure with black gems is only available for cities. Outer domains always must take 6 hours to close.
