Tournament Flag Sets

I know they are incredibly rare to find. But I have been sending out explorers around the clock and I can't find any.

Is this something else that is designed to help those of higher rank?

Remember, you can also STEAL flags that haven't been made into a set yet from other players.

This is mostly how the higher ranked players are completing sets, not some rigged higher find %.
