If a player is being spammed with attacks greater than 6 hours, he can still activate city relocation (teleport for 99 gems).

My guess is that he moved his city out of your spam, templed you, and then moved his city back to the original location.

It does not prevent your current attack from landing on the spot, but you are now templed and cannot initiate more attacks.

This is why it is important to spam with specific windows and intervals:

6 or less to disable fast gate close and city relocation.
2 or less to disable artifact swapping.

Are you positive about this?

The maneuver I described takes only several seconds and unless you were looking all day every second you'd miss it.
Pay 99 gems move city anywhere else -- write your name in temple -- pay 99 gems to move city to original location. (Maybe ~15 seconds?)

Let me ask you: Did you only have spam on this city or did you have it on multiple cities? What was the duration you set the mission for? 10h?

It is hard to say since there isn't much to go on here, but from my calculation the distance you attacked was a mission just under 8 hrs (7 hour 56 minutes, 57 seconds).
This gives him time to do the procedure I described above and you'd never know unless you were checking multiple times during the time before six hours passed -- and it seems that you checked at the 2 hour 14 minute mark, which is long past the time he could do the maneuver.
