The city level won't change during the teleportation.

I don't think that's what he meant. He probably moved a level 4 city to a place where a level 5 city can be built, and then tried to upgrade the main building to level 5. But it can't be done. Well, it's good to know. (If I understood correctly.)

Yikes! I feared this would be how it work but haven't experimented myself...
His city should be allowed to upgrade moving from Max Level 4 square to a Max Level 5 square...
