Remove protection from Salt Lakes owned by players in Vacation Mode.

It does nothing for the game and is only a degenerative maneuver.

I agree, it is very annoying when players just use vaccation to make lakes uncapable.
At the same time bg gain could be continued for the owning player, that would make a fair change.

The Cheating Russian Syndicate and its followers as usual proclaiming only what is good to match their cheating and bullying techniques.
