what I must do to complete this quest?

Very interesting indeed, I have not yet gotten to this quest.
I wonder though, is there more to the text that is not included in this image? I think there might be a Hint text below the reward.
My imagination tells me that it might be referring to destroying villages of a city that is adjacent to your city and shares the same villages, but I do not know for sure.
