Resources Plundered Question

I have a message from the governor that said my warehouse is full - but then it says "resources are plundered" it is showing my coin total in red and has a ! over my market. But I do not see a message about who is plundering me. Anyone know how I can tell what's going on for sure?

because the warehouse for gold is full, then u cant keep/gain anymore. "resources are plundered" doesn't mean that somebody is stealing ur gold but that's the way the game says that ur gold is wasted. . maybe

No one is plundering your resources, think of it as "spoiling".
Then think of your warehouses like a fridge, and the resources that you can't keep inside the fridge are going to spoil.
Although the game pretends that there is no room in your warehouse, so the villagers are taking the resources..
