castle donations

I am curious why it was changed so rank 4 and lower can not donate to their clan castle if they want to help with construction or troop training
It might have something to do with "having skin in the game."
A CC is something conquerable only by Suzerains, so maybe the admin thought it should only be contributed to by them? Not sure really, just pondering out loud.
