Agressive Level 3 Ruin??

51-19-50 shows up as a level 3 ruin with a halo and a blue "veil/shroud" dome. When the thought to message the monsters for the hell of it - the name "gauvain" was in the "send to" box. DID NOT SEND by the way. Baffling stuff.
I couldn't spy because I was just out of spy range. I thought someone from my clan reported it... but no.
Questions come to mind-
Is it a real ruin (lower level aggressive(s) now on server(s)?)
Or can someone actually make their castle look like a ruin?
Either way I want to know... (we should all have access to understanding)
-Strategies for army building for attacking aggressive ruins per level. At least some guidance.
-HOW to change our cities to look like ruins.
