I was wondering if having a city at cap for its size 22, 27, 33, 38 and you apply city expansion does it raise the level allowed for the keep?

City expansion only gives you a new cell. The level of the main building remains the same.

Only colonize level 5 cities... I know many make the mistake of going for best one they see in exploration, but be patient and get a 5 for your next cities IMO.

At the beginning any new city has 22 cells. As the Main Building upgrades, the number of cells inside the City Wall increases. This number cannot exceed the maximum number of cells for the square where the City was built (except for the Capital).

Maximum number of cells in a city can be increased with the aid of the “City Expansion” science. Notice that the Main Building level will not change with the cells number increase by the science.

Ah I visited that page numerous times and missed the line about city expansion. They should highlight or bulletin it to make it stand out more.
