are there BUG in the game???

There is an issue that I wonder for a long time... After last one year of updates, every rank of players find level of ruins one greater than their ranks. It means that a master player can find level 4 ruin at most. Now there comes the question: Is there any chance a master level player's explorer could find a flag in a spot which hosts a level 6 ruin? If yes, ain't that unfair for suzerains?

Can you elaborate how it would be unfair? It would only be unfair if players had to explore a square that they already knew a ruin was on, but they don't. Their explorer can go to the next square. You can send every single one of your explorers to the same square right next to your city and the chance for finding the flag is the same regardless of what is there or not.
Flag finding is entirely based on when your explorer hits a cell, not what is there.

When the scan flag to find how many positions are related. So Master-level a player will scan position more than others. I think indicates that there is a bug in the game.
