If so, then yes, it was intentional.

All heroes require rank 2* Captain -- with the exception of Whisperer hero which requires rank 5* Suzerain

Typically when you have requirements for a hero and then lose them while controlling a hero, your hero acts as if it is "stunned" or "not obeying" until the requirements are met again.

I'm not entirely sure what the explanation is for 4* Whisperer, I just know what the patch notes entail.

in the encyclopaedia is clearly and only stated - "Only players with Suzerain rank can hire Whisperer hero."
There is nothing mentioned to manage him on lower level, just get 5* hire him if you want, and become what ever lower lvl you want.
Its not bug, just a back door.

For example :
"If a Player having Hero loses the Captain rank, the Hero will not obey the player until the player obtains the Captain rank again. In such case the Hero behaves as Stunned"
If there was something similar written for whisper hero, but there is none, restriction is only for hiring him, not to manage him.

However when a player is 2* and hires a hero but then becomes 1* he will no longer be able to control the hero.
Is this supposed to be different than becoming Suzerain and then falling back and still controlling a Whisperer ( some say Exorcist ) hero?

ZZZor, I tried my best to reach up to Admins for help addressing the question. Only one responded and he said he doesn't support the US server anymore. Basically he passed the buck.

This might be the intended rule, but there are players who have become Suzerain, hired Whisperer, then gone below Suzerain and still maintained control of Whisperer hero. Is this intentional?
