What kind of effects do those gifts have; or just to make person happy or mad, and nothing else?

I'm sure this game makes lots of money for the operator not a even paid moderator to answer the questions?

They are just for show. People like medals, badges, and shiny things so you can give them to people if they did something for you perhaps.
For example, I crushed out a player and I gave them the Cross-Bones skull because I felt it symbolized their death.
Another example, a player asked if he could attack my base to fulfill a quest requirement, and I said sure. For helping him, he gave me the angel badge ( which was available around Christmas time )

Forum Moderators ( like myself ) are volunteer, we live normal lives like yourself and are online when we can.

Sorry I missed that. I had some unanswered questions for a long time (either here or on another server) and thought if they can't find a Moderator they should get a paid staff to do the job.
