My Lands: Black Gem Hunting

Objective: spy on an enemy City and get the level 3 access

Hint:
At the level 3 access the Garrison and sciences can be observed and only the troops in the Sanctuary remain hidden. Each Spy has a very little chance to kill a Counterspy. On the contrary, a Counterspy has a better chance to kill a Spy. I dont get it !?!?!?!?!?!?!?!?!?!?! how do i get different level accesses.

Try different players, may be someone 3-4-5*, who has more counterspies.
You will get it eventually just be a little patient.
