Transfer to another server
Does anyone know how I can transfer my resources to another server, if I can not do that can I transfer black gems to another server? And how would I do that?

Each server realm ( country ) is entirely separated.
You can't transfer anything between them.
However on realms with two different types of servers like Mining and Military ( currently on the Russian server ), you can transfer black gems between the two server types.

Okay - well I am wanting to move to another server where I can withdraw money. So is there a way I can sell back my black gems or sell them to other players at a discount?

In game? No. 
Black gems are on your account for the server ( country ) and cannot be transferred.
Though I suppose you could try to sell someone your account out of game, but I say good luck with that.

Black games are transfered between different server in same country. But u can be premium player.
