when i spied on someone they had no army there then i attack them when i came back i saw that i had lost and they had an army
how did that happen

Keep in mind that assistance missions are faster than attack missions.

i thought this game was base on the military if it is why would some one who is way farther than u reach the target first

Firstly it's strategic game.
When assistance comes faster you have to think more strategic to do anything.

Did you check his sanctuary?
He may have had units inside of there and it takes lvl 4 spy access to see into that area.
If you get lvl 4 access and can see into there, always make sure to check it.
He could have moved units out of there and into the garrison instantly to defend if this is the case.
Otherwise, always be sure to use your visionaries. These will let you see the missions going to and from his base, to inform you if he has troops coming to reinforce.

I forgot about resurrector. It's possible he finished resurrection just in time
