World Ruler's Shield

To address the missing artifact from World Ruler's set. Just losing the ability to put 5 runes or a defensive runeword on a left hand massively weakens the set (and the ballista).
Change ballista to be a one-handed weapon just like God's Bow. Then introduce a shield like this one shown above.
Nothing crazy, just simple that follows the ballista's stats and is not very strong.

World Ruler's Shield:
Reduces attack of enemy each round by 50,000 (60,000)
All units +25(30) defense
